Vision.
The vision of Thirunelli Panchayat is to create a people-friendly office environment, provide citizen-centric services, provide services to the people in a timely and efficient manner, and enable the overall development of the Panchayat by spending the project allocation according to the needs of the people with public participation.
Mission
The mission of the Panchayat is to bring the socially backward Scheduled Castes and Scheduled Tribes, including the socially backward Scheduled Castes, into the mainstream of the society through various public welfare activities and projects, to enable the all-round development of the Panchayat, and to bring them into the mainstream as a Panchayat comprising a large section of the people belonging to the tribal community.

Role, Responsibilities and Powers of the Institution
The leadership of the Panchayat consists of the Secretary and the Panchayat Committee. The duties and responsibilities of the Secretary, Steering Committee and the four Standing Committees are detailed in Appendix 4. The functions and responsibilities of all the sections are described in Appendix 3
The main task of the top management is to implement and maintain the quality management system. This task should be performed in addition to the existing duties.
The responsibilities of the top management include the following
Ensure that the quality system has reached international standards.
Ensure that the intended effectiveness is being achieved and regularly review it in the Quality Circle Management Reviews. Bring significant changes and opportunities for improvement that occur during the implementation of the quality management system to the management reviews.
Maintain awareness among all employees about the importance of protecting the interests of the public. Make changes to existing operations through review meetings based on suggestions received through various means. Ensure that all processes required for the quality management system are established, implemented and maintained.
